Because the Emperor rarely deigns to adjudicate mortal disputes, the Courts are the primary bastions of mundane law within the empire. They are supported by the Guilds and therefore enjoy great power. By mutual agreement, the guilds accept the courts decisions. No one defies the will of the courts, and the guilds play an important part in choosing the judges. And thus order is preserved.
They try both criminal and civil cases, and play an important part along with the The Governate, and the Guildmasters in writing the laws of the land.
